I say more de-motivational than sadistic. Perhaps even a pessimistic perspective indicative of pre-millenial malaise brought on from unfulfilled promises that we would have flying cars by now.
I like movies made in the nineties which begin: In the not too distant future. They make me laugh.
There was a movie made in the nineties called Bicentennial Man. Asimov short story--Robin Williams in it. That one had, quite blatantly, written at the beginning, "2005". It was about butler robots. Funny stuff.
